Die Demokratische Republik Kongo hat ihre Fischfangrechte für namibische Gewässer bezahlt. Dies bestätigte das Finanzministerium dem Namibian nach. Knapp 86 Millionen Namibia Dollar seien überwiesen worden. Ursprünglich waren diese zu Ende September fällig gewesen. Fangrechte für 27.300 Tonnen Makrele waren an das zentralafrikanische Land verkauft worden. Dies hatte zu einem Aufschrei der namibischen Fangindustrie geführt. Unklar sei, warum die Regierung eines fremden Landes den Zuschlag für namibische Fangrechte erhalte. Dies widerspräche den Regeln der Auktionen, bei denen Fangrechte versteigert wurden.
