Trotz ausufernder Gewaltkriminalität in Südafrika, konnte die Polizei nicht ihr Haushaltsbudget für das vergangene Jahr vollständig nutzen. Dies teilte Polizeiminister Bheki Cele laut Bloomberg News mit. Problematisch sei, dass es knapp zehn Prozent weniger Polizisten als 2010 gibt, die Bevölkerung aber um nahezu 20 Prozent gewachsen sei. Die Rekrutierung weiterer 14.000 Polizisten war wegen der COVID19-Pandemie nicht möglich. Die Ausschreitungen im vergangenen Jahr hätten klar gezeigt, dass es an allen Ecken und Enden bei der Polizei mangele. Auch die durchschnittlich 60 Morde am Tag seien Teil unzureichender Polizeiarbeit.
