Generalbuchprüfer Junias Kandjeke hat einen deutlichen Anstieg der nicht-autorisierten Regierungsausgaben angekreidet. Darunter versteht man Ausgaben, die nicht im Vorfeld durch das Parlament oder das Finanzministerium abgesegnet wurden. In Kandjekes Buchprüfungsbericht für das Finanzjahr 2020/2021 ist die Rede von Ausgaben in Höhe von über N$ 1,1 Milliarden. Das entspricht einem Anstieg von beinahe 60 Prozent im Vorjahresvergleich. Die meisten der betroffenen Ausgaben entfallen demnach auf das Bildungsministerium, gefolgt von den Ministerien für Gesundheit und Staatsbetriebe. Das Finanzministerium erklärte dazu, dass man die Ergebnisse des Berichts zu Kenntnis genommen und die entsprechenden Behörden informiert habe. Kandjeke hatte zuletzt auch die Einführung eines Rechnungshofs für Namibia gefordert.
