Auch der staatliche südafrikanische Rüstungskonzern Denel hat eine wichtige Rolle im „State Capture“ gespielt. Das geht ebenfalls aus dem zweiten Teil des Berichts der Zondo-Kommission hervor. Zuvor war bereits der staatliche Logistikkonzern Transnet als Ziel der Familie Gupta zur Übernahme des Staates genannt worden. Durch eine Scheinfirma soll die indisch-stämmige Familie versucht haben den Konzern an sich zu reißen. Medienberichten nach geht insgesamt aus dem zweiten Bericht hervor, dass Ex-Staatspräsident Jacob Zuma der Strippenzieher war. Seine gesamten Aussagen zur Thematik des „State Capture“ würden jeder Wahrheit entbehren.
