Der Pensionsfonds GIPF sieht eine deutliche Kluft im Immobilienmarkt in Namibia. Der Markt sei beinahe ausschließlich auf die mittleren und hohen Einkommenssegmente ausgerichtet. Fehlende finanzielle Mittel würden daher die meisten Namibier ausschließen. Nach eigenen Angaben hat der GIPF in den vergangenen 9 Jahren daher rund N$ 268 Millionen in bezahlbaren Wohnraum in der Erongo Region investiert. Zuletzt wurde vor allem in das KwaNkomo Village in Kuisebmund investiert, wo nach der Fertigstellung bis zu 2.500 Personen leben sollen.
